Most traditional views on technology suggest it is developed and built for those with financial means. However, technological advancements present opportunities to address the needs of the underserved by offering quality products at lower prices. With approximately 2.6 billion people remaining unconnected and lacking access to smart devices, the digital divide is widening across the globe, exacerbated by events such as the end of 2G and 3G networks. Only 27% of the population within developed countries are counted as Internet users. It is high time we develop solutions that address this shift and meet the underserved's needs while creating economic opportunities to incentivize key mobile ecosystem players, telecom carriers, phone manufacturers, and content providers.
As 2G networks sunset, telcos, in particular, face a golden opportunity to transform their business models and reach this new set of untapped users — and cloud technology stands at the forefront of this shift, offering a pathway to affordable, reliable services on devices like feature phones, which remain crucial in emerging markets such as India, Vietnam, and South Africa. For many in these regions, smartphones remain out of reach, yet the demand for digital services persists.
Telcos that embrace cloud technology can unlock new ways to provide accessible, data-driven services on feature phones, capturing a segment of users who have yet to experience the full breadth of modern digital services. This shift opens doors to new revenue streams and enables collaboration across industries — from content creators to entertainment platforms to advertisers — fueling richer digital experiences. By offering seamless, integrated experiences, telcos can provide access to digital platforms, particularly in underserved regions, driving user adoption and deeper market penetration while positioning themselves at the forefront of digital inclusion.
Although governments, tech companies, and NGOs are committed to bridging the digital divide, the path forward requires innovative cross-industry partnerships. Our experience has revealed three key lessons on how the mobile ecosystem can work together to drive digital inclusion:
1. Establish a clear vision with specific strategy and objectives
Telcos must redefine their roles, evolving beyond SIM cards and data plans to deliver dynamic, value-added experiences. By delivering comprehensive digital services through feature phones, they can enable connected experiences, especially in underserved regions. This strategic shift can bring about meaningful change, transforming telcos into drivers of digital empowerment.
2. Leverage cloud for customer growth, retention and loyalty
With the phase-out of 2G and 3G networks, there is a crucial opportunity to onboard billions of new users and upgrade existing ones to 4G services. Telcos who don’t act now to transform their businesses and adapt will lose out to more aggressive opportunists who see this turning point for the rest of the mobile industry. Cloud technology offers immense potential to lower the barriers to digital access while allowing phone manufacturers to deliver rich multimedia and video streaming experiences on low-cost feature phones. Recent advancements in virtual browser technology have enabled feature phones to run apps such as YouTube and TikTok via the cloud. This strategy helps attract new customers and strengthens user loyalty by providing a more immersive digital experience as they transition from basic 2G to 4G-enabled services.
3. Unlock new business opportunities through innovative services
The shift to 4G is not just about infrastructure upgrades — it’s about reimagining business models. Our experience with cloud technology has shown that cloud-native platforms can open the door to new opportunities for telcos and service providers to innovate. The potential for creating unique, cloud-enabled services is vast, from entertainment partnerships to digital advertising and enterprise solutions.
