NTT Rewires Urban Tech Through Hong Kong With OCEAN Intelligence

For Hong Kong, OCEAN Intelligence™ represents more than just another smart building platform — it's a potential catalyst for the city's technological reputation. By fostering an open innovation ecosystem that connects multinationals with local startups, NTT is creating a microcosm of what next-generation smart cities might look like: collaborative, open, and data-driven.
Breaking the proprietary chains
OCEAN Intelligence’s concept? "Bring AI into Every Building" — a deceptively simple tagline for what appears to be a radical reimagining of building intelligence. While competitors have been busy creating closed ecosystems that lock customers into specific hardware and software stacks, NTT is betting on “openness” and “collaboration” as its competitive edge.
Built on three pillars — Openness, Partner Ecosystem, and Quality Data — the new platform breaks down proprietary barriers between operational technology (OT), information technology (IT), and Internet of Things (IoT) systems.
“OCEAN Intelligence’s unique strength lies in its ability to democratize AI, with data quality as its core foundation, making it accessible to every building,” said Steven So, senior vice president at NTT Com Asia.
While NTT is not directly upending the business models of traditional building management system providers, its OCEAN Intelligence platform integrates and adds value to theirs. Essentially, it creates a building management ecosystem that runs on AI and adapts to the current needs and ambitions of building tenants and owners.
David-meets-Goliath collaborations
The real disruption lies in NTT's partner-centric approach, which could potentially redistribute value across the entire ecosystem. “This partner-centric approach creates mutual value: partners gain access to new markets and revenue streams, while customers benefit from best-in-class solutions tailored to their specific needs,” says So.
A key appeal is that, unlike competing closed platforms, OCEAN Intelligence is designed to be open and modular. This gives customers the flexibility to build their platform how they wish, instead of being vendor locked in and finding workarounds current limitations that make the system less efficient and more complex to manage.
For startups, the platform creates an intriguing power dynamic where smaller, more agile players can innovate within a framework provided by an industry giant — potentially accelerating development cycles for building technologies. Rather than acquiring or squeezing out innovative smaller players, NTT is building an ecosystem where startups can plug in and immediately gain enterprise-level distribution.
A good example of this collaboration is NTT's partnership with Carnot Innovations, a local startup incubated from Hong Kong Science and Technology Parks. Ashish Jerry Justin, co-founder and chief executive officer of Carnot Innovations, emphasized the mutual benefits: “Leveraging NTT's resources, we provide enhanced support to local clients, ultimately delivering more choices, better integration, and a more streamlined smart building transformation journey.”
The strategic long numbers game
The platform claims impressive efficiency metrics. According to NTT, it can:
- Reduce maintenance downtime by up to 75%.
- Speed up data provisioning for new buildings by 2X.
- Accelerate decision-making and root cause analysis by 5X.
In terms of savings, building owners stand to:
- Save 30% on air conditioning energy bills.
- Slash maintenance costs by up to 50% using predictive maintenance.
- Lower data collection costs by 40%.
If these figures hold up in real-world deployments beyond NTT's initial implementations, they represent a significant leap forward in building performance metrics — potentially setting new industry benchmarks that competitors will struggle to match without similar open approaches.
This launch is also part of what NTT sees as a carefully orchestrated strategy. This includes the NTT Innovation Alliance (April 2024), AI-ready data centers with liquid cooling (June 2024), and Private 5G service (September 2024). It also includes a decade of refining the key technologies and features based on NTT’s facilities, which include mission-critical data center and network infrastructure.
While it may look like a lateral move, NTT is not just flirting with the building management market. NTT’s HKD170 million (approximately USD21.8 million) investment also signals serious intent in a market projected to reach a staggering USD359 billion by 2035. Stephen Tsang, chief revenue officer at NTT Com Asia sees it as “a strategic expansion of our vision for AI and smart city.”
The launch also coincides with recent moves by Hong Kong to drive industrial application of AI. “NTT welcomes the measures proposed by the Financial Secretary, Mr. Paul Chan, in the government's 2025-2026 budget to spearhead and support Hong Kong's innovative R&D as well as the industrial application of AI," said Tsang. "Our recent initiatives, including today’s launch of OCEAN Intelligence, align with yesterday’s Budget announcement, emphasizing AI as the cornerstone of Hong Kong's innovation strategy. Our new initiative is set to revolutionize smart cities while transforming traditional industries, reinforcing our commitment to establishing Hong Kong as a premier center for AI research and global collaboration."

The platform's emphasis on breaking down silos mirrors Hong Kong's challenge of integrating disparate systems into a cohesive smart city framework.
