The Modernization Gap Nobody’s Talking About

Cloudflare just dropped hard numbers on what tech leaders have suspected for months. Their 2026 App Innovation Report, which surveyed 2,351 organizational leaders across nine APAC markets, found that companies that modernize their applications are three times more likely to see actual returns on AI investment.
93% of leaders say updating their software was the single most important factor in boosting their AI capabilities. The rest? They’re stuck watching from the sidelines.
“In order to succeed with AI, having a modern and secure foundation is non-negotiable,” says Matthew Prince, Cloudflare’s chief executive officer and co-founder, in a press release. “If you aren’t modernizing your business to embrace AI and prevent the next wave of cyberattacks, you aren’t just standing still, you’re rapidly falling behind.”
The math doesn’t lie
92% of leading organizations report their modernization efforts have “very positively” impacted their ability to use AI. Among lagging organizations? Only 59%.
The gap widens fast. 91% of leaders have already integrated AI into their existing application portfolios. 74% plan to double down on integration this year. It’s not just running proofs of concept anymore; they’re shipping production code.
Meanwhile, laggards are still debating whether to move to the cloud.
50% of leading organizations believe AI feature development should happen before modernization efforts are complete. They’re not waiting for the perfect moment. Only 16% of laggards share this view with many still stuck in sequential thinking while competitors build in parallel.
It creates a self-reinforcing cycle. Better infrastructure enables faster AI deployment, while AI success justifies more infrastructure investment. The net effect is that the competitive distance grows every quarter.
Security stops being a blocker
Most CISOs treat security and application development as competing priorities. But the data shows a different path. Organizations that successfully align security with modernization efforts gain a clear competitive advantage in AI deployment.
76% of leading organizations say aligning security and application modernization initiatives is “very easy.” Among laggards? Just 35%.
53% of all organizations struggle with limited visibility into application and API risks. 49% cite separate teams handling security versus modernization. When these groups operate in silos, you get reactive firefighting and not proactive defense.
Meanwhile, the workload keeps growing. Leading organizations report spending more time on application security events year-over-year, but they handle that workload more efficiently than laggards. Leaders break the cycle while laggards keep running faster just to stay in place.
Organizations with strong security-modernization alignment report something remarkable: 89% have already built new applications with AI.
The confidence factor
95% of leading organizations believe their current tech infrastructure is sufficient for AI development. 94% say the same about internal talent. Compare that to laggards: 77% on infrastructure, 77% on talent.
This confidence gap matters because it determines action. Organizations that trust their foundation ship products. Those who doubt their infrastructure run more pilots and write more reports.
When security and development teams align well, 90% have integrated AI capabilities into existing applications. Poor alignment? Only 38% report that modernization has positively impacted AI usage. Just 16% believe their AI capabilities exceed those of competitors.
Where developers actually spend time
58% of leading organizations report that developers spend more time maintaining existing systems versus building entirely new ones. On the surface, this looks bad. But it’s the opposite when you look closer.
Leaders have already built stable foundations. Now they optimize and scale. 83% of lagging organizations spend more time on new development, not because they innovate faster, but because they’re still building basic infrastructure.
The priorities tell the real story. 55% of leaders modernize to increase AI integration. 53% modernize to support product launches. 52% focus on improving user experience.
Laggards? 39% are still implementing basic cloud technologies. 39% are catching up on accessibility requirements. 36% are fixing infrastructure issues.
One group builds for tomorrow. The other group fixes yesterday’s problems.
99% of all organizations spent time on tech stack consolidation in the last 12 months. 86% struggle to secure multicloud or hybrid cloud environments. Shadow IT and vendor sprawl hit everyone. But leaders navigate these problems faster because they make decisions faster.
Decision-making speed wins
72% of leading organizations centralize decision-making with only a few people. They report streamlined processes. Among laggards, only 35% operate this way.
Committee-based decisions kill momentum. When five people need to sign off, nothing ships. When two people decide, things move.
This shows up in budget commitments. 72% of leaders expect significant budget increases for modernization. Only 36% of laggards expect the same. AI adoption drives 65% of budget increases across all organizations, while cloud changes account for 54%.
The laggards aren’t ignoring modernization—89% anticipate budget increases—but their small, careful bets won’t close the gap. Leaders make bold moves. Laggards make safe ones. The distance between them grows.
The reactive trap
Organizations lagging in modernization report 85% less confidence in their infrastructure. They often modernize only “reactively” after a security breach.
This creates a doom loop: Weak infrastructure causes security events. Security events drain resources. Resource constraints delay modernization. Delayed modernization weakens infrastructure further.
Among organizations that experienced security events, 38% reported employee productivity losses. 37% faced system recovery costs. 36% dealt with rising data breach expenses. Lagging organizations report higher incident response and investigation costs because they lack efficient response structures.
Cut the complexity
96% of companies are struggling with complex tech stacks. Leaders are respond by cutting aggressively, with 85% actively eliminating redundant tools and “shadow IT” to move faster.
This is no longer about vendor consolidation for cost savings. Instead, it’s about creating unified visibility and control needed for AI deployment at scale. When applications spread across disconnected platforms, security becomes impossible, and AI integration becomes a heroic individual effort instead of a systematic capability.
What this means for today’s C-leaders
Prince puts it plainly: “The winners of this era of the Internet will ultimately be defined by their infrastructure.”
The organizations winning today made hard structural changes: They centralized decision-making. They aligned security with development. They empowered developers. They made bold financial commitments.
The “technical glass ceiling” isn’t a metaphor. It’s the hard limit on what outdated infrastructure can support. Everyone talks about AI transformation. Only those who modernized their foundation can actually execute it.
