Nobody Signed the Lock-In. You Built It.

CEOs said AI made 25% of their operational decisions in early 2026, and they expect 48% by 2030. Yet, 24% of enterprises have already hauled workloads back from public cloud, and another 38% plan to. At the center sits a control problem that lands squarely on the CDO’s desk. That’s because every model, agent and inference pipeline sits downstream from data. Break governance, access or portability, and everything above it breaks with it. It is why when IBM asked what makes residency requirements so difficult, the top answer was the technical complexity of localization — not legal. But switching AI vendors is not the easy answer because of data portability, model revalidation and compliance.
The fix isn’t total independence. IBM, instead, is calling for selective sovereignty: control applied where business risk justifies the cost, and nowhere else. Three moves make that real for a data leader. Rank your AI systems by what actually stops when they stop, then reserve maximum control for that short list. Write enforceable data portability rights and exit SLAs into contracts at renewal, while you still hold leverage. Then run the drill everyone skips. Pick a tier-one data estate and extract it for real with a stopwatch running. That last move is where most sovereignty programs quietly die, because proving control is manual work nobody schedules.
