In an exclusive interview, Matthew Oostveen, chief technology officer for Asia Pacific and Japan at Pure Storage, reveals the intricate dance between AI ambitions and the evolving regulatory terrain. “Being overly cautious can stifle innovation and limit access to diverse datasets,” warns Oostveen. “But moving too fast without a solid foundation can leave you vulnerable when regulations shift.”
The rapid pace of change in data sovereignty laws adds another layer of complexity. “If you're not well versed as an end user or you don't have a legal team that is sharp when it comes to understanding the nuances of tech, then you could walk into a trap,” Oostveen explains.
To avoid one, companies must prioritize flexibility and ownership in their storage architectures to adapt as the sands of regulation shift.
LLMs and the urgency of data residency
Data sovereignty concerns have intensified, with large language models (LLMs) like GPT-4 taking center stage. The stakes are higher as companies integrate AI into their core business strategies.
“The amount of investment that has been directed towards AI is very high,” says Oostveen. “It's a boom, and this is something of a land grab for many organizations to be able to grow, to change, and to transform themselves.”
While everyone sees the potential upside of AI, data sovereignty can trip up AI ambitions. “If companies can't leverage data effectively due to data residency restrictions, the implications can be profound,” adds Oostveen.
For example, training and fine-tuning LLMs often rely on vast datasets, which may be subject to varying regulations across different regions. Oostveen highlights the importance of technologies like retrieval-augmented generation (RAG), which enable enterprises to customize LLMs using proprietary data sources while adhering to data sovereignty requirements.
Pure Storage's approach: Flexibility and simplification
Pure Storage, a key player in the data storage landscape, is working closely with partners like NVIDIA to empower businesses in the era of generative AI. Their focus? Enabling enterprises to maintain control of their data while navigating the complexities of data residency.
Oostveen highlights the role of software-defined storage solutions, like Pure Storage's Portworx, in enabling flexibility. “It's the fastest and easiest way for companies to establish mission-critical storage services within a container environment,” he explains. “And most AI applications today are deployed in containers.”
This container-based approach offers several benefits, particularly for AI workloads:

- Simplified Management: It abstracts away the complexities of containerized storage, making it easier for AI teams to focus on innovation.
- Data Mobility: Data can be moved seamlessly across different environments while adhering to residency rules.
The evolving conversation: CDOs, legal teams, and AI engineers
As data sovereignty regulations become stricter, Oostveen observes a shift in organizational dynamics.
“We're seeing closer collaboration between CDOs (chief data officers), legal teams, and AI engineers,” he says. “The CDO acts as a bridge, ensuring that technological choices align with governance and compliance.”
But the conversation is far from settled. In the current AI sprint, immediate results often precede long-term planning.
However, Oostveen predicts that data sovereignty will increasingly shape AI strategies as regulations evolve and businesses enter an optimization phase.
The path forward: Guardrails for AI innovation
The AI gold rush is on, but the path to striking it rich is paved with the complex terrain of data sovereignty. This intersection is still in its infancy in the Asia Pacific, but the stakes couldn't be higher. As Oostveen aptly warns, the guardrails must be in place to ensure this technological revolution doesn't veer off course.
The challenges are real, but so are the opportunities. With meticulous planning, collaborative governance, flexible storage architectures and a firm grip on data control, companies can not only navigate the regulatory labyrinth but also unlock the true potential of AI.
In addition, Oostveen also calls for “inter-governmental collaboration and efforts to set up some channels of sharing information.” He believes this would benefit both developed and developing countries and help mitigate the potential negative impacts of data sovereignty laws on innovation.
