Earth Intelligence: The USD20B Opportunity That CISOs Will Fear

The sky is watching — and it's about to become big business. A new Gartner report reveals that Earth intelligence, the convergence of AI and satellite surveillance, will generate nearly USD20 billion in cumulative revenue for technology and service providers between 2025 and 2030. Annual revenue is expected to grow from USD3.8 billion in 2025 to USD4.2 billion by 2030.
But for chief information security officers, this orbital gold rush represents something far more complex than a market opportunity: it's a fundamental shift in how data flows, who controls it, and where new vulnerabilities emerge.
Earth intelligence — defined by Gartner as "the application of AI to Earth observation data to deliver solutions specific to industries and business functions" — is migrating from classified government bunkers to corporate boardrooms at breakneck speed. By 2030, Gartner predicts that enterprises will outspend governments and military organizations combined on these orbital insights, capturing more than 50% of the market share compared to less than 15% in 2024.
The implications for enterprise security are staggering. We're no longer talking about grainy Google Earth screenshots. Modern very low Earth orbit (VLEO) satellites can achieve resolutions down to 10 centimeters — enough detail to spot a mouse, according to Gartner. As distinguished vice president analyst Bill Ray explains, vendors are now “leveraging satellites to pinpoint fallen trees blocking railroad tracks in a storm, monitoring the temperature of every metal refinery to assess global production, counting vehicles to analyze traffic patterns and consumer trends, and tracking sea cargo to evaluate shipping activity.”
Just don’t tell the CISOs yet. For them, Earth intelligence represents a massive expansion of the corporate attack surface. Traditional perimeter security assumes threats come through networks, endpoints, and applications. But what happens when competitors, nation-states, or malicious actors can literally watch your facilities from space? Potentially captured by commercial satellites can also be sold to the highest bidder.
The democratization of surveillance creates new categories of competitive intelligence and espionage risks that most security frameworks haven't addressed. When private companies can purchase detailed imagery of any location on Earth, the concept of physical operational security undergoes a fundamental change. A competitor analyzing your supply chain operations, counting employee vehicles to estimate workforce size, or monitoring construction projects becomes as simple as buying satellite data from commercial providers.
The data governance challenges are equally daunting. Earth intelligence platforms are ingesting massive volumes of information from multiple sources — satellites, ground sensors, drones — and applying AI models to extract actionable insights. This creates new categories of sensitive data that organizations must protect, classify, and potentially regulate. The same satellite feeds that help optimize logistics could expose strategic vulnerabilities if they fall into the wrong hands.
Privacy implications extend beyond corporate espionage. As Ray notes, these systems can track individual vehicles and analyze movement patterns. The granular detail available through Earth intelligence could enable unprecedented surveillance of employees, customers, and business partners. CISOs must navigate how to effectively leverage these powerful analytical capabilities while maintaining privacy protections and compliance with evolving regulations.
The shift from government-controlled to commercially available Earth intelligence also fragments the security landscape. Previously, access to high-resolution satellite imagery required state-level resources and oversight. Now, dozens of private companies are launching constellations of surveillance satellites, each with different security standards, data handling practices, and access controls. The result is a fragmented ecosystem where sensitive observational data flows through multiple commercial channels with varying levels of protection.
Supply chain visibility presents both opportunities and risks. Earth intelligence can provide unprecedented insight into supplier operations, shipping patterns, and potential disruptions. But it also means suppliers' activities become transparent to anyone willing to pay for the data. Organizations must balance the competitive advantages of enhanced supply chain monitoring against the risks of exposing their operations to similar scrutiny.
The AI component adds another layer of complexity. These aren't simple image feeds — they're sophisticated analytical platforms that use machine learning to identify patterns, predict behaviors, and generate insights. The algorithms processing this data represent potential single points of failure, and their training datasets could introduce biases or vulnerabilities that adversaries might exploit.
As Ray notes about the competitive landscape: “The future of Earth intelligence will be won by the vendors that move quickly to develop technologies that make sense of the oceans of raw data they collect.” He adds that “new use cases are being discovered daily as the AI vendor race intensifies with the ever-expanding volume of available data,” suggesting innovation is proceeding faster than security frameworks can adapt.
The integration challenge compounds these risks. Earth intelligence capabilities are being embedded into existing applications and platforms, creating hidden surveillance capabilities within familiar tools. A logistics platform that suddenly gains satellite-powered tracking abilities, or a market research tool enhanced with orbital imagery analysis, might introduce surveillance risks that aren't immediately apparent to security teams.
Bottom line
CISOs must immediately begin developing space-aware security strategies. They can start by conducting threat modeling exercises that include orbital surveillance scenarios and assess how satellite imagery could expose operational intelligence. Implement data classification schemes that account for Earth intelligence-derived insights and establish privacy controls for location-based analytics. Evaluate current suppliers and partners for their use of Earth intelligence platforms and potential exposure risks.
Most critically, engage with legal and compliance teams to understand emerging regulations surrounding commercial satellite surveillance and ensure your organization's use of Earth intelligence platforms aligns with privacy and ethical standards. The sky is watching, and traditional security models aren't equipped for this new reality.
